Is this challenge open to people who are not U.S. Citizens or residents?

  Since this challenge operates under the America COMPETES Act, entities must be incorporated in and maintain a primary place of business in the U.S., and individuals, whether participating singly or in a group, must be a U.S. citizen or permanent resident.

  Do i understand a US based LLC can submit?
  but non-US citizen can't?

  So what about a US-based LLC, owned by a non-yet US resident?

  If the LLC is “domiciled in the US” and the team leader is a US citizen, then this is an eligible application, even if some other members of the team are not US citizens. But if the team leader / submitter of the application is NOT a citizen than the application is ineligible.
